Participants at the federal level include the CDC Foundation, Robert Wood Johnson Foundation, (holder of over 13,000,000 shares of Johnson and Johnson stock. J&J make the big campaign donations and sell the patches and gums) the American Cancer Society, who get the big money from RWJF and have now been rewarded with most of the lucrative Quitline contracts in the USA.
The tactics include how to produce junk science, junk polls, junk studies, and how to get on the receiving line of the pharma and federal funding of illegal lobbying.
